Poisonous Concoction Scaling

When Poisonous Concoction states "Deals added Chaos damage equal to 3% of Flask's Recovery Amount if charges were consumed", does this mean the scaled amount?

If I have a pathfinder, and I scale flask effect, flask duration, life recovery from flasks, etc, and I end up with something like 200,000 life over 25 seconds, does this mean that the skill will add a flat 6000 Chaos damage to attacks with this skill?

If it does not scale like this, the skill feels like it will be underwhelming.

It uses the "Flask's Recovery Amount". This is the value on the item, like spellsinger/battlemage for weapon values, or the shield skills for shield values.
