Shock from Vessel of Vinktar does not scale with increases to flask effect

My flask effect is roughly +50% on my Pathfinder, Shock effect is abouit 20%, though the shock applied to enemies when using Vessel of Vinktar is only 12% (BaseShock * ShockEffect), from my understanding of the game is should be 18% (BaseShock * ShockEffect * FlaskEffect). Increased effect from Enkindling Orb also does not apply.
