No logbooks, Lost Expedition quest stuck, lvl 88

Ok guys, some help appreciated.

I´m level 88, Atlas bonus 85 and I have 0 logbook drops. Since recently I did almost every expedition in maps and have tons of exp currency, but no logbook. This means i´m looking at finished expeditions in the hundreds already, so bad luck can be maybe ruled out.
I also am stuck with the quest Lost Expedition pointing me back to A3. Problem being there are no expeditions there anymore after campaign. During leveling I did complete many expeditions, no special rewards.
Fyi, I am targeting runic monsters, tried to prefer +% to logbooks etc., so I think I understand the mechanic.
Am I screwed for this season or is the theme just underwhelming?

if you have a bad luck with logbooks, just trade for them.. you are in a trade league of trade game so there is nothing easier

also the exchange vendor offers logbooks on a regular basis

Sure I can buy them, I only wanted to make sure there is no mechanic (quest completion etc.) preventing me from dropping them organically, like the uncompleted quest Lost Expedition.

sure, I cant see the code, but based on my experience, this is not the way this games league mechanics usually work. Also there has been no such bug confirmed. So 99.99% rng "issue"
