Low Level Blood Rage overriding higher level

If I self cast a lvl 20 blood Rage, and have a paradoxica with lvl 1 blood rage on kill, when a mob is kiled it replaces the higher level skill with the lower. From my understanding with other skills like arcane surge, it is supposed to check for the highest level version possible and refresh that.
