How do I make My account public to import to Path of building?

It's clear from looking at your account profile that it has no characters. You're logging into a different account on the website than you are in-game; this is frequently caused by using Steam to log into one but not the other. Do not attempt account linking. Log out of the website, then log in as you would in-game. There's a green Sign In Through Steam button available if you need it.
