Energy shield on block and leech from spells damage

Hi everyone. I made my first caster despite I play the game since the launch.
It's a fun char and I try Tri herald blade vortex elementalist.

Here is my question :
I took the energy shield leech from spell damage nodes.
I plan to take 4-5% energy shield recovery from blocked hits ( will take glancing blows and will have about 70% hits block and 40 spells)

Are the 5% energy shield recovery from block limited by the energy shield max rate from leech ?

As I leech from spell, and plan to recover aswell from block, being mixed life/energy shield I may be stopped by the rate.

Also I wonder why ppl tend to use sceptre on this kind of build ( ok we are not many , at least in HC lol) when wands seems to have stronger damage and yet allow to shield charge too ( for fortify , which is crucial in HC)

1) leech is completely unrelated to recovery on block
2) recovery on block is instant, it does not have any rate
