+level to curse doesn't work with Hexblast, altho it has the hex tag

From my understanding, curses are split into two categories, hex and marks, hence what affects curses should affect hex too. However +level of socketed curse gems isn't affecting the gem level of hexblast, altho it has the "hex" tag.

This is because there are actually 3 tags: Curse, Hex, and Mark. Both Hexes and Marks are considered curses, but other skill gems that are not curses (and do not have curse tag) may interact with hexes. Those skills will have the "hex" tag but not the "curse" tag.

For example, despair has both "hex" and "curse" tags, but hexblast only has the "hex" tag. This is because it is not a curse gem. It will receive bonuses from "+level of chaos gems" though, if you would like to go that route. These are also true of "Bane".

Gem tags do not indicate which modifiers apply to something. That's not their purpose, nor could they be adequate for that purpose.
Gem tags exist to classify gems into groups, primarily so we can give "+1 to level of socketed TAG gems" and have that mean something. They also help clarify the types of skill, such as which skills are curses.
Bow skills do not get the "Projectile" tag, because they already have the "Bow" tag, which implies they are projectile skills, and makes having the tag redundant.
