Twilight Strand - Dying Exile does not progress

Just encountered a bug when I could not progress with my new character in storyline right at the beginning.
The first conversation when you wake up at the twilight strand, I click on Dying Exile and then Continue, but nothing happened there.


I clicked multiple times, but didn't work...

The problem got fixed by itself after I left the spot and went on to kill the enemies on the north. I then came back and the zombie next to Dying exile finished the NPC and progressed.

In the screenshot, it doesn't look like you have a weapon equipped.

I believe the trigger for the enemy to attack the NPC is picking up and equipping a weapon, typically the one that spawns next to you.
