Glorious Madness unaffected modifiers to skill duration

The skill Glorious Madness found on Beacon of Madness inflicts Touched debuffs that last for 20 seconds. Allocating global modifiers to skill duration does not affect the duration of the debuffs. It will always remain 20 seconds.

Afaik the buff granted by the Arcane Surge support is affected by duration modifiers.

Skill effect duration should apply to effects (be they buffs or debuffs) that are created by skills. Glorious Madness is a skill.

For me this seems to be inconsistent behaviour.

oh crap. I should take my own name more seriously. its a skill that grants a buff that inflicts debuffs. the extra layer in between fucks everything up.
