Necessary item-level for headhunter?

I just hit a tier 3 sacrifice chamber in Alva's temple... I know that the odds are very low but I would like to sacrifice an unique belt hoping to get a headhunter. I often read that people prefer low item-levels for this purpose... which item-level is necessary to have the chance to receive a headhunter?

it blocks any of the other Unique Belts above ilvl 40 from rolling if I rememeber correctly you still get the ones below ilvl 40 but you still get the better chance.
