Cold Conduction hits that chill not applying shock

In this thread Mark explains that with the Cold Conduction notable that hits that normally can't apply shock but can apply chill (given they deal enough cold damage) should not affect the ability of the notable to then apply a shock. However, that is currently not the case. Hits that have "cannot inflict shock" do not allow Cold Conduction to apply the shock when they are chilled by that hit.

I am also affected by this bug. Devs can copy my character CritsForJesus (Cold Conduction, Inpulsa & HoT) for testing.
