QUESTION ABOUT CURSE PRIORITY

if i have oskarm and mark of submission with frostbite socketted, both equipped at the same time, is there any way i can make the frostbite curse apply instead of assassins mark, without being able to apply more than 1 curse at a time?

Use different gloves. There is also a chance if you switch which ring a lot you use Mark of the Submission in it will change the trigger order.
