Can't use Guild Stash, regardless of permissions, even as a leader

After the 3.9 patch we can't use our Guild Stash. We all can see the items there, but we can't add or remove a single thing from the stash. Same problem for guild leader and guild members (regardless of permissions - tried changing them).

Any ideas what's going on? Am I missing something or is it a bug?

Yea so I just ripped in HC and was thinking welp ill play SC a bit and logged in and cant take anything out of the guild stash.. It works on HC Metamorph ( the league I started on )...
