(Pantheon)Soul of Yugul not working

With a combination of Soul of Yugul, Watcher's Eye, and some Elemental Reflection Damage Reduction notes, I got a combination of 104% reflected elemental damage reduction.

But I am still taking reflected elemental damage.

After some testing by switching gears, changing passives, I am 99% sure it is the soul of Yugul Pantheon not working.
