Can this be rolled on any jewels or does it matter which item level and/or jewel types?

ilvl matters.

Like crazy is what.. 20 vaals? :) It is a very rare corruption, that's why. ilvl 33 to get it on jewels, 85 is for bleeding immunity on rings

i vaaled like 250 decent jewels last week and didn't hit one :/
