Vaal Righteous Fire + Eldritch Battery interaction

In 3.4 Vaal RF was made to take the combined total of 30% Life + ES from ES first then life to enable LL builds to use Vaal RF. This to some extent made Vaal RF harder to use with Eldritch Battery builds since Vaal RF still takes the full amount from ES preventing EB builds from using skills immediately after using Vaal RF. This seems un-intended since EB makes ES no longer behave as life but as mana and as such should not prevent the 30% of life from being bypassed.
