Mastermind intelligence does not increase when raiding a safehouse

Did 2 safehouses and spoke to their respective leader after defeat, Mastermind intelligence did not increase at all. Furthermore, the safehouse leader does not "speak" anymore when starting the encounter, just stands there for a few seconds until the fight begins.

/edit: for clarification, my safehouse captains were not unmasked yet, so they did not have any rank. I suspect they need to get a rank for Mastermind intelligence, in that case it's not a bug, but still unexpected behaviour.
I'd like to close this thread but there's apparently no option for me.
