Lag spikes / Stuttering on Lockstep

Hi,

My issue:
Unplayable stuttering / Lag spikes on a Lockstep mode looking something like this https://gfycat.com/InsecureSillyDowitcher (not my video)

On predictive I have a terrible Desync, which is even worse.

My setup:
CPU: i7 8700K
GPU: GTX1070 in SLI (though it isnt working for PoE)
RAM: 16Gb 3200MHz
OS: Win10 Home
Game is installed on M.2 SSD

What I tried:
-all kinds of different graphics settings (no change)
-3 different connections and 2 different ISPs. Got 2 different routers at home from same ISP, and one other at work. (No change)
-Different, much less powerful Computer (No change)
-Different ingame zones, maps with slight imrovment, but that might be just different packsize. In leveling zones, the stutters are rare. In fully sextanted rolled map it's worse then the video I posted.
-Taking of most of my items Inpulsa, Headhunder, Solstive Vigil, Aspect of spider (very noticible improvment, specially headhunter and Inpulsa)
-Taking of MTX (no change)
-Different build entirely (noticible imrovment)

I am currently playing Winter Orb Elementalist, Tried running the same map (T12 Toxic sexers) on my Wander and the performance was alot better, still slight lags though. But then again, that might be just Winter Orb being stupid fast.

Conclusion:
I can just take of my Headhunter and all the staff I worked hard for and the game will be playable, but cmon...where's the fun in that. Please don't make me play a slow build or quit the league GGG :(
