Chat restrictions for new account?

A friend of mine created started playing the game trough my commendation, and we're having fun with HC.

We comunicate trough Discord, and my friend doesn't have a microphone, so instead the chat is the way to go. We noticed that it won't let him write two consecutive mesages, and instead "Please wait before sending another mesage of chat" pops up on his screen after the first mesage, then he has to wait around a minute to be able to write another one.

Was this with the new update?
Do i not have this restriction because i bought some CashShop items?
I'd like help if it isn't intended to work like that.

It has nothing to do with buying anything for real money. As far as I know, there is a restriction made against spambots. What chat do you use, whispers or party chat? Does he get the message in both? What level is he? Anyway, it should disappear later.

We are at level 16, and he used party chat and guild chat, happening in both.
We'll keep playing and i'll update if so happens.
