Where to get Charged Dash

Im playing a Witch and I cant find the gem "Charged Dash". I'm already lvl 45 at act 5 but I cant find it.

Witch wont get the gem as a quest reward.
So if the gem doesnt drop or you ask a friend/guildemate to buy it for you, you´ll have to wait until act 6. Do Lillys quest and buy it from her |

You can check and see if Siosa in act 3 sells it too. He is in the Library
