Item level 79 steel rings?

Steel Ring -------- Requirements: Level: 80 -------- Item Level: 79 -------- Adds 3 to 10 Physical Damage to Attacks Found that in Pit map. What? I thought they only come with item level 80+? From the 3.1 patch notes:
Item Balance Lowered the level requirement for Two-Toned Boots to 70. Lowered the level requirement for Spiked Gloves, Gripped Gloves and Fingerless Silk Gloves to 70. Lowered the level requirement for Bone Helmet to 73. Lowered the level requirement for the Vanguard Belt and Crystal Belt to 73. Lowered the level requirement for the Opal and Steel Rings to 78. |

Yeah, that part was added later (along with a few others), a bit after the patch notes were originally posted.
