Blurry while not moving and looks nice while moving

Right so ive been playing for a while and havent seen this before until the last big update...
So when i move the game looks really nice.. but when i stop moving the ground and everything else jsut goes to crap. i mean it gets blurry its not the dynamic resolution because it happens with it turned on and off. so what the hell is going on? Last bumped on Nov 19, 2017, 2:36:30 PM

reinstalling the game at this time. have tried everything else that has been suggested on other peoples threads.

ok nvm, it was the monitor settings i had set up (Free trace was set to 100) i've just put it down to 80 and it seems like its ok now. sorry for the post
