110% reduced mana reserved

Yet determination is still costing me 10%, is there a cap on mana reserve or is it bugged.

110%? That does not sound possible. If you're trying to use the 'reduced mana' gem it does not work with auras any longer.

100%+ reduced mana reservation isn't possible. I'm guessing you've got Mortal Conviction? That's a "less" modifier, not "reduced". It's multiplicative with other sources of reduced reservation. Alternatively, mana reservation is not the same as a mana cost, and things that reduce costs won't affect it.
