It is the same as the Kaom quest. Once you have brought the two pieces to Dialla, all three parts will update.

" I know. Its behavior is still inconsistent with other quests. The description references only one eye, not both. I would therefore call it a bug. The quest should either update, or the description should reflect the reason it is not updated. One or the other. Wash your hands, Exile!
