Shield charge triggering (irregular)

While moving by holding down left-mouse-button set to Move Only, clicking a trigger key (in my case 'Q') to activate Shield Charge doesn't always work. Maybe half the time nothing happens. I have plenty of mana, and Shield Charge triggers some of the time but so far I have not been able to isolate what conditions affect success/failure.
