Confused: DPS Shock Nova vs Lightning Tendril?

Compare:
Shock Nova: Lightning Damage: 1147-3508 Cast Time: .52 sec DPS Listed: 4785 Lightning Tendril: Lightning Damage: 221-3622 cast Time: .55 sec DPS Listed: 14,821 They both have the exact same attributes (lightning damage, spell, AOE). There are no gems attached to either. How does Lightning Tendril have a much lower average damage, higher casting time, and still have 3X as much DPS? doesn't lightning tendrils cast more than once per "cast"?
