Lag spikes

Every few seconds I get a really big lag spike from 10-15ms all the way up to 300+ms and it never stops. There are moments when I'm running, and then my character will stop, and then the ping will go high into the 350-400ms and then return to 15ms ping. This repeats over and over every few seconds.

I contacted my ISP and it looks like I have a packet loss of 10% I was told. They are going to have a technician come out tomorrow. Will post results after everything gets situated.
Let me know how it goes! I have lag spikes in both Dota and POE as well.
So I still had this problem when the technician left. He had no clue how to fix it and technical support had no clue either. I left my ISP and had another ISP come and install their high speed internet.

I hoped the problem would go away once I found a new ISP but it didn't.

With the new ISP the technician came over and installed all brand new cables. I went to check on dslreports my download speed and bufferbloat. DL speed was fine, so was the upload speed, except when the upload speed was tested the bufferbloat went very very high and stayed that way through the whole upload speed test. I'm having another technician from my new ISP come down and take a look. Hopefully he will be able to fix the problem.
