Dual Wield wands?

My witch can dual wield daggers but cannot equip a dagger and a wand or 2 wands. Is this intentional or is there a passive skill for dual wield wands?

I have the some problem on my Templar. I can dual-wield maces but can't dual-wield a wand and a mace and I don't understand why...
