It's my build in RAMPAGE league, reached level 92. Finished 50+ atziri run. It's cheap, good at MF, and I think it's one of the best builds in the season!
I Call it "Hemosiderosis Incinerate Witch" :) When block get nerfed in 1.3, this build is still viable.(Edit: the base block nerf on shield is very hurt, now the spell block can only hit about 60%, can still do atziri, but not good enough now) Now share it:

When MF: Life: 5300 Mana: 1500 after reserved for herald of ice/herald of thunder/clarity aura.2800 total. DPS: 4800(x12) MF:63IIQ, 251IIR(with legacy IIQ gem and boots when league end)/20IIQ,251IIR(without legacy IIQ gem and boots). Add 18IIQ and 90IIR when culling boss(Drink flask and switch to IIR shield). Block:56%/0% When farm Atziri: Life:5000 Mana: 1500 after reserved for herald of ice/Tempest Shield/clarity aura.2800 total. DPS:6200(x12) MF:0IIQ,130IIR(YES, MF Atziri) Block:56%/75% !! (with Tempest Shield) Never Die.

My Gears for MF
The point of gears: 1. Every slot stack high life and IIR. Every. They are the core mods. 2. Full resist. 3. A good shield which have high es and block chance. 4. A good weapon which have high spell damage and cast speed. 5. Get some armour and evasion. My gears are not too cheap (craft and search for 2 months), but cheap ones can get a baby version, which can work good.

Notice that block math: you need 134% or 135% "block chance applied to spells" to reach 75% spell block. But lower spell block is just right, I used do atziri at 50% spell block.
Flask
No 1-8: In hard map: 12345 Atziri boss no.1 and no.2: 12345 Atziri: 12378 Quick boss run or easy map: 12368
How Cheap
Use Vaaled 6L chest BBBBGR.(1-3ex) If you do other block build, you need a 6L Cloak of Defiance to get mom, that's 20ex! So, 1-3ex, that's all you will pay for gear. Others do self found and craft. No unique item is need if not do atziri.(of course self found viable) MF!MF!MF!Every slot stack MF(that's the only reason this build be called a MF build)! That's very nice!
DPS and Survival
DPS is not high, but enough. High life, MOM, some block.High Flask effect(one click to full life), 30% void to stun. Some armour, some evasion, some life regeneration. Can do any map mod! I tried BM, -MaxRes, No Reg. But don't do too hard mods set. Shoot far(Sniper and Ballistic Mastery), it's a beautiful passive tree.

110 points. 24%block chance from tree. Rathpith Globe's base block chance is 25%. You can get 4% from tempest shield. If you roll 1-2% on glove from haku, and get 2-4% on corrupted amulet, hit 56% total, you can still hit 75% spell block... But this tree have less mana regeneration, must get some from rings or weapons, and have less damage.
