990. 1140 (1150 total damage - 10 hp) It's all overkill damage.

No in all cases because the source of the ignite is not the skill that caused the overkill, it's Herald of Ash.

For the record, it doesn't. A buff or debuff has value(s) and a duration - the two cannot depend on each other. There's no way for the game to do 2 except as 3.
