Lunaris Temple still locked

Greetings PoE forums. Having some trouble here or a serious brain fart...

I've completed every quest I could find in Act 3. None of the NPCs in the Sarn Encampment have a quest to give. I killed General Gravicius. I have the quest "Piety's Pets - Find Piety in her laboratory in the Lunaris Temple and kill her". The door is still locked. What in the world am I missing here? I've done this on another character and have made it to the next difficulty, I cannot remember if there is something else or if I'm just experiencing a bug of some sort?

Lunaris Temple door is locked? Are you sure you aren't trying to go into God Sceptre?
I think you can get into Lunaris Temple without all quests completed but I'm not sure.
