I'd put it at about 10. 4Ling a 4S isn't all that hard.

yup ususaly it takes around 10 max to 4 link .... that being said it has coast me over 60 before.

Nowadays I get a 4L in about 3 fusings. Anyone remember the good old days when it cost around 30 fusings to have a decent chance at getting one?

By the way... if you're flush with armor scraps, you can use quality on the item to increase the chances to 4L it.
