It is as difficult to craft a good wand. However, finding a good base wand in the current game is much easier since you have the entire item level range of 1 to the droppable item level of the current enemy. Non-casters do not have this luxury.

Besides, the change is directed at the early game ie for short duration leagues. I think I changed my wand a total of one time in the entire three hours of the last race.
