Item Rarity Support Gems - A Few Questions

1) When socketing the gem to an item, does it grant 10% increased item rarity for all kills regardless of the method used, or does it only apply to the skill that the gem is supporting?

2) If I have multiples of these gems, do the effects stack?

3) Why are they limited to only intelligence based characters?
"Magic Find" is a universally sought after effect that people will develop builds around. Limiting it to just intelligence means that everyone will probably be forced to make a "Magic Find" Witch. This was one of my peeves in D2, where if you weren't a sorceress then you would probably be inferior at it.

The same goes for any support gem.

Item quantity, which is arguably superior, is a strength gem.
