Where are all the citizens of Sarn?

There's a lot of incorrect info in this thread.

The Ebony Legion is a religious ruling group on Oriath, which is where everyone originates from. Criminals get exiled to Wraeclast. You play as a criminal who got exiled there. Everyone in the Sarn Encampment is an exile who, like you, made their way there after getting washed up on the beach. Wraeclast was abandoned after a cataclysm of unknown origins that caused anyone with a virtue gem (known as skill gems) embedded in them to become a monster, and embedding gems in yourself was very commonplace in Sarn, which is why there's so many monsters. For unknown reasons, the Ebony Legion travels to Wraeclast of their own will, and also starts to kidnap exiles and use them in human experimentation; the "undying" monsters are ex-citizens of Sarn, and the "miscreations" are experimented-on exiles. Gravicius is a high-ranking member of the Ebony Legion who's there to carry out orders and find exiles to kidnap.

act 4...
i use a secret account because i am a politician that doesnt want the NSA to know i play poe.
You know... I really should read the story line instead of just hacking, slashing and looting. What began as a simple thread out of boredom turned into a highly informative thread about Path of Exile.

Much rep to those who answered appropriately.

Hopefully we get a journal/lore book at some point so we can re-listen/re-read the lore we find.

It would be nice to collect lore like talk to an NPC first and click the lore stones.

Gotta collect them all!

This. It's all there in the in-game lore. Of course, there are several mysteries (e.g. why didn't Lady Dialla become one of the Undying? What did Malachai do to trigger the Cataclysm, and why?), but these are deliberately left up in the air.
This is all good info, but the real question is this: Where the fuck are all the kids? You can't tell me that there is not a fair amount of sexy time going on. It's not like they are watching Game of Thrones or Doctor Who, they gotta be doing something at night. Hell, some of these exiles probably actually deserved to be sent there for things like...rape. You mean to tell me they all just turned over a new leaf? Doubtfull. Tey must hid their wife, hid their kids, and hid their husbands, cause aparently no body is gettin raped up in there.

Or maybe act 4 will be full of these weird baby monsters and we are going to find out that the tittie bitchies from lunaris temple are the result of prego chicks that had their unborn children foricbly removed from their wombs and experimented on and now we fight the baby-monsters that were made as a result of Piety's (or someone elses) bat-shit crazy pseudo-science procedures/dark magic rituals.

Wow; that got fucking dark real quick.

You think children and pregnant women can survive on Wraeclast?

You REALLY underestimate Silk.

Despite his unconventional wardrobe choice (fishnets emulating spiderwebs I suppose), Silk is not a braggart OR a coward. He DID take on "Old Three Eye," and the everything west of the camp is his hunting grounds. Even when the darkness falls, he doesn't cower away. He asks "What can we do?"

No, not a little bitch. Not at all. =^[.]^=

I don't really see any implication that the players are the only one using virtue gems. The way Tarkleigh talks when he shares some gems with you, it feels very implied that he's successfully using them, too, as is anyone else working in defense of Lioneye's Watch.

There's a kid in act 1, the top corner of town, behind Nessa.
