Increased cold damage with weapons apply's to wands attack?

I wanted to know if the passive skill "Weapon Cold damage" would add on to the cold damage that it already does?

Wands do base physical damage. But if you have bonus flat cold damage from a weapon or item mods, or from the physical to cold conversion of the Hatred aura, then the percentage increased cold value will apply.
