she's a summoner that is designed to pack a nasty, Elemental Proliferated lightning punch.
cast speed makes is closer than it seems.

as i'm sure you know the duration of the shock depends on the amount of electrical damage.

since you absolutely want to get all 3 shock stacks going, it's gotta be spell damage all the way, doesn't it ?

the exception being a drastic difference in cast speed (10% doesn't seem to qualify) since even if you hit hard, but too slowly, you won't have a chance to stack the shocks.

but you know, this is why i run around city of sarn all the time. to test :-)
