still level 2 chat capped for new characters

apparently this isn't something that should be happening , after i kept asking people why everyone else was able to chat while waiting for an event to start while i wasn't due to the chat level cap message , so does anyone here know why i can't chat while waiting for a race to start like everyone else can?.....
