Quick question about fireball vs EK on CoC

Hi I'm running a spectral throw cast on crit with greater multiple projectiles. I just have a few questions.

1) Does Fireball still have the shotgun effect? (where if I were to proc fireball with CoC, would all 5 fireballs do damage if the target is close to me?)

2) How would the damage compare between a 20 q EK? I'm going dagger/COC/spell damage build with crown of eyes, so I'd like to know the damage difference when proccing between the 2. I could run 2 fireballs or 2 EKs.
