Is it still possible to chance a headhunter?

I understand that it no longer drops, but can it still be crafted? If so could it be crafted in ambush/invasion?

No, it is a league specific unique. It was for nemesis and since nemesis does not exist anymore, it is impossible to acquire the unique belt by chancing it or drops.

Patch notes only state that those items can no longer drop, but I'm hopeful that means it is still possible to chance them.

You can get is as a drop or chance it with zana's map device in Nemesis mod, not sure if the leather belt(if you wanne chance) should be from te map tho.

No, there is no difference between a leather belt that dropped in nemesis map and the one that dropped in a regular map, the game doesn't store that information. You can bring items inside the map and chance them, selling agate amulets to chancers is a nice way to get some extra orbs if you don't want to attempt it yourself.
