Can I transfer points or effects/pets to a friend as a gift?

hmm, how? You bought it from GGG not from RMT.
You could offer microtransactions/points in exchange for ingame goods this way. Say, you want to buy an expensive unique and don't have heaps of exalts but could offer to transfer 200 points for it, then you would effectively buy that item with $$ instead of ingame currency. No, but they've made exceptions in the past.
And since we are on the subject - can you trade an item that has some purchased special effect attached to it? EDIT: and by trade I even mean the old closed beta Mud Flats drop on ground exchange.

Are you allowed to put such item to trade window? Or Guild stash? EDIT: Or even drop on ground outside town and let other player pick it?
Is the effect lost when trade is completed?
Is the effect back in your miscrotransactions and removed from the item when trade completed?
Does the effect stays for the other player to use it? (this would be again RMT enabling scenario)

Am I allowed to purchase and distribute Discipline Bubbles skill gems to all my guild members? (again RMT in game enabling warning!!)

EDIT: my point being - WTS Statues effect Summon Skeletons 10 Exalts.

You can't earn point by playing the game. You need to "donate/purchase" it from GGG, right? You can't sell the points/effects/pets back to money, how come it becomes RMT ... You can give point to guild, which is equalvent to the guild leader, so is that RMT?

Maybe just a gift package you can purchase from GGG and give it once?

Um... let's try this again, then: By being able to buy points that are transferable to other accounts, people would be able to buy ingame goods for real money. Apart from safety issues like with cross-league trading you could offer to buy ingame items with non-ingame currency that involves the exchange of something bought with real money. Which is R(eal) M(oney) T(rading) and therefore not allowed.
