Life/ES/Evasion comparison due to stats

Is evasion intended to add the same amount of "survivability" as life and energy shield?

For the basic attributes you get:

Strength grants +0.5 life and +0.2% melee physical damage per point
Dexterity grants +2 accuracy and +0.2% evasion per point
Intelligence grants +0.5 mana and +0.2% energy shield per point


The number of basic attribute notes are roughly the same across the three stats (between 80 and 87 based on a quick count) and the concentrations of them is roughly the same with dex in the ranger area, str in the marauder and int in the witch area for comparison purposes.
Same for the nodes that give +30.


That leads me to believe that +0.2% evasion is intended to give the same added survivability as +0.5 life and +0.2 energy shield, but it doesnt feel like that is the case, and it has been mentioned numerous times on the forum that Life and ES are the main defensive mechanisms and that armour, evasion etc are merely secondary defensive stats.

Doesnt that put any dex character at a disadvantage (and forcing them into going for range as a defensive "mechanism")?
