Doesn't matter. You won't hit level 90, let alone 100, so the planner always has more points than you will get.
The skillplanner accounts for all quest rewards except the Bandit rewards by the way.

Of course. Leech is simply based on Damage Dealt. It doesn't *steal* Mana.
