What's the difference and which one should a new player play on?

play on Default.
Legacy is where all default characters are sent when a new patch is released. Legacy is still playable but its an outdated version of the game. | |

Legacy is the same game. It just has items that are not available in the game anymore and there are less people active in legacy.
For a new player just go to default. |
