How will elemental curses work with elemental penetration?

This still is all very good because it adds more choice. But remember: the farther you lower enemy resists, the more attractive every other bonus becomes. If you can get cast speed, additional projectiles, or even flat damage (!), those might end up performing better in some situations.
Provided they cost similarly to other damage increases, negative resists scale pretty well because you can only get negative resists through curses, this gem, and elemental equilibrium (which is a bit different).

Also, resist reduction is almost always going to be the best against monsters with resists. As someone who has a character that relies on lightning, literally everything resists it for some reason.

This will at least offer the option of running a negative resist curse and swapping out a support in certain situations, if not running it all of the time. For lightning especially, introducing more resist reduction is going to be huge.
