What exactly does it do ?
I looked in the support gem forum and it indicates that blind does reduces the opponent's chance to hit ? But it doesn't say by what % Also, does Blind also modifies the opponent's chance to evade ? Shadow : Covenant Pulser (504561)

Hi, blinded enemy has only 25% of their former chance to hit iirc (75% reduction). It directly modifies the chance to hit so it should be applied after the accuracy-evasion check. It doesn't modify their chance to evade, if you want to look at it from evasion perspective - it modifies your (or their other target's) chance to evade - makes it four times bigger.
