That's not my comment, that's Rhys. And he was replying in the context of a thread where the guy was only talking about that item type, and it's not clear whether he was discussing the item dropping or chancing, where most of the other threads at the time were specifically arguing about the effects on chancing. Rhys's comment is correct in the case of repeatedly chance/scouring. In dropping, you're correct that it would have been some other unique, almost certainly a common one.

That's not true at all. The game DOES roll rarity first, and this does not mean that all base types have the same chance to drop. I'm not sure how you came to that conclusion, but it definitely doesn't follow from rolling rarity first. Base type is still rolled (for non-uniques), and nothing says that roll has to have the same chances of every type. Why would it?
