Rarity of Portal Gem?

I sold in in Ambush League, for 4 chaos and 1 regret. Why anybody would pay so much for it? Is there some skill combination with it?

I have 3 I've found. One (the one I use) is @ 1/23% Quality, 69% increased cast speed giggity. The other 2 are 1/0%

the nicest thing about portal is that it means every portal scroll you find can be vended for wisdom scrolls ^_^

it's very useful when you link one to cast on death when playing softcore.
