Can dream fragments drop in a1 normal?

The required level is 8 so does this mean it can drop there?

It can drop in the following :
Monster level area 9 : only rare/unique monsters Monter lvl area 10 : RARE/unique and blue monsters area monster level 11 and >11: Any monster. Anarchy/Onslaught T-Shirt Owner.

You shouldn't be looking at "required level" since that has nothing to do with when it can drop. You should be looking for "minimum iLvl".
