I think the CD intro is fine. But the buff wasn't enough to make it worth it.

Make it have a delay cast time with a target below where it's going to strike so it takes some interaction

Perhaps the mana cost should be looked at. I never had issues with the spell itself - it's fantastic for utility. I just don't use it because it's such a big freaking mana hog.
